He is a Senior Fellow in Governance Studies at the Brookings Institution, where he is the Research Director in Public Law, and Co-Director of the Harvard Law School – Brookings Project on Law and Security.

SUSAN HENNESSEY is the co-host of The Lawfare Podcast. She is the Executive Editor of Lawfare and General Counsel of the Lawfare Institute. She is a Brookings Fellow in National Security Law. Previosuly shr also was an attorney in the Office of General Counsel of the National Security Agency and is a graduate of Harvard Law School and the University of California, Los Angeles.
